Inspired by the Key principles of a Quality Framework for Early Childhood Education and Care (2014), the Foundation for Education and Cultural Initiatives “Step by Step” developed and implemented “Strengthening of the civil society role in ensuring equality and quality in the early childhood education and care systems” Project, financed by the European Union through the Programme for strengthened participation of the civil society in the reforms for integration in the EU – National Programme for Transition Assistance and Institution Building 2013 (IPA), in cooperation with partner NGOs the CSI “Nadez” from Skopje and “Bureau Mutant” from the Netherlands.

The Project was implemented form December 2017 to February 2019, and contributed to national efforts for improvement of cooperation between government and civil society through promoting a constructive dialogue between diverse stakeholders, building the capacities of civil society for a novel role in ensuring provision of quality services to citizens and strengthening the public awareness on the importance of participation in early childhood education and care. Activities included review of pertinent EU policies, their adaptation to local conditions and piloting, building capacities of service providers - both settings and individuals, and of civil society, and raising the awareness of stakeholders and policymakers on the necessity for creation of a comprehensive approach to assuring the quality of ECEC which encompasses all aspects of ECEC provision and involves all national and local stakeholders, in particular civil society and beneficiaries.
